New Port Strategy in Ukraine

    The Ukrainian Ministry of Transport has published a draft Sea Port Development Strategy until 2038.

    The Strategy contains three scenarios, the optimistic one envisaging Ukraine’s GDP growing 7% annually, the pessimistic scenario envisaging just 0.5% annual GDP growth with cyclic ups and downs of the national economy and the probable scenario with a 3% annual DGP growth.

    According to the optimistic scenario, the aggregate throughput via Ukrainian ports is to make 202 mn tons (including 870,000 TEU) in 2022, 347 mn tons including 1,494,000 TEU in 2030 and 596 mn tons including 2,567,000 TEU in 2038.

    In the pessimistic scenario, the throughput of the country’s ports is to make 139 mn tons including 597,000 TEU in 2022, 144 mn tons including 621,000 TEU in 2030 and 150 mn tons including 647,000 TEU in 2038.

    In the probable scenario, the Ukrainian sea ports’ throughput is to make 165 mn tons including 710,000 TEU in 2022, 209 mn tons including 899,000 thousand TEU in 2030 and 265 mn tons including 1,139,000 TEU in 2038.

    The Strategy also drafts major development project planned in the country’s ports.

    In Juzhny, dredging and reconstructing and building new quayside 1,900 m in total are envisaged in short term. In mid-term, it is planned to offer the state owned Sea Port of Yuzhny for concession, to develop new territories and build new quays, to increase the capacity of the rail stations serving the port and to reconstruct the existing and build new roads to the port.

    In Odessa in short term it is planned to build and put into operation a new 600,000 TEU container terminal on the Quarantine Mole, to modernize the passenger terminal and to transfer it to a private operator. In mid-term, building an additional road entry to the port, expanding the existing Porto Franko free economic zone and developing road access to the port are envisaged.

    In Chernomorsk (formerly, Ilyichevsk) in short term it is planned to dredge part of the port basin and the access channel to 15 m, reconstructing and building 1,220 m of quayside, and offering the ferry terminal for concession are planned. In mid-term, reconstructing Berths 11-17 (1,150 m in total) and developing the port station are envisaged.
