Russia Allows Crew Change

  • The Russian Federation is lifting restrictions on entrance/departure of crew members of sea-going an inland vessels calling Russian ports. A decree to this effect (#2338-r of September 12, 2020) has been signed by RF Premier Mikhail Mishustin.

“The Russian Federation lifts restrictions for persons entering the Russian Federation by road, air, rail and sea for the purpose of crew rotation on board of sea-going and inland vessels in the ports of the Russian Federation, provided they have valid identification documents accepted in the Russian Federation and visas, unless non-visa regime is applicable in accordance with the international agreements, to which the Russian Federation is a party, as well as valid seafarer’s identity documents and a crew list copy or excerpt,” the document reads.

The restrictions were implemented earlier due to the COVID-19 pandemic.
